The Canada Ambassador to China will leave office

(Ottawa) Dominic Barton has resigned as an ambassador of Canada to China, after two years tense during which he was congratulated for helping to obtain the release of the "two Michael", but also criticized for having strongly recommendedA tightening of commercial links with Beijing.

Prime Minister Justin Trudeau announced the imminent departure of M.Barton Monday morning, saying that the former business manager would officially leave at the end of the year.

"It is with great gratitude and respect that I accept the decision of the Barton ambassador to leave his post in Beijing at the end of the year," writes M.Trudeau in a declaration.For two years, Dominic managed our team in China with determination, integrity and compassion while relations between our two countries were collided with major challenges.»»

This announcement comes three months after the liberation of the Canadians Michael Kovrig and Michael Spaval, who had been arrested and detained for the first time in December 2018 by the Chinese authorities.Their detention had all the appearance of reprisals for the arrest in Vancouver of Meng Wanzhou, director of Huawei, whom the Americans wanted to judge for fraud.

A criticized approach

Les deux Canadiens ont été libérés et rapatriés au Canada en septembre, quelques heures après que M^me Meng a conclu un accord de poursuites différées avec les autorités américaines. However, M.Barton, who was previously a senior manager within the International Consulting Firm McKinsey, was also criticized for having wanted to strengthen commercial links with China during the detention of the two Michael, despite the increasingly authoritarian trend of Beijing.

"M. Barton était un émissaire canadien inefficace parce qu’il manquait de compréhension ou même d’intérêt pour les aspects diplomatiques non commerciaux des relations Canada-Chine»», a estimé Charles Burton, qui a été deux fois conseiller diplomatique à l’ambassade du Canada à Pékin.

M.Burton, who is now a principal researcher at the Macdonald-Laurier Institute, also argues that Barton Ambassador was ineffective in attempts to force Beijing to release the two Canadians, or even grant them regular consular access.

The former Canadian ambassador to China David Mulroney, who criticized the way the Liberal government had treated China in recent years, also deplores the approach of M.Barton, like that of his predecessor, John McCallum.

M.McCallum, who sat in the office of several liberal ministers, including M. O’Tole hopes more firmness

While the conservative chief Erin O’Toole thanked M.Barton for his services, he also accused the Liberal government of having managed badly since the start of Canada relations with China.

What we need is an approach based on principles, which shows that our economic interests in China will not dominate our concerns about human rights, whether for Uighurs, the situation in Hong Kong, tensions towards Taiwan.
